CONSTITUTION AND BY-LAWS
Of the
PARENT, TEACHERS AND COMMUNITY ASSOCIATION (PTCA)
SAN ALFONSO HIGH SCHOOL
Poblacion, Sabangan, Mountain Province
 
 
ARTICLE I
NAME AND OFFICE
 
Section 1. The name of the association shall be Parents, Teachers, and Community Association of San Alfonso High School
 
Section 2. The main office of the association shall be at San Alfonso High School, Poblacion, Sabangan, Mountain Province.
 
ARTICLE II
OBJECTIVES AND PURPOSES
 
Section 1. Nature. The Association shall be non-sectarian and non-political.
Section 2. Purposes. The objectives of the Association shall be as follows:
  1. To foster better understanding and closer relationship between the parents and/or the community so as to promote a more effective education of the students founded on Christian values.
  2. To render assistance to the School when the need arises by helping raising funds for educational purposes like press competition, scouting activities, sports, and other academic endeavors.
  3. To share collective analysis of school/community problems through PTCA meeting geared toward finding solutions by appropriate actions.
  4. To develop San Alfonso High School into a show window of unity and understanding among its PTCA members.
 
ARTICLE III
MEMBERSHIP
 
Section 1. All parents/guardians currently enrolled in San Alfonso High School, the faculty, and all concerned community members who are willing to pay their dues are automatic members of the association.
 
Section 2. The membership of parents or guardians shall end when they are not willing to pay the annual dues agreed upon graduation of their children.
 
Section 3. All new members shall pay a membership fee of ten pesos (10.00).
 
ARTICLE IV
DUTIES AND OBLIGATIONS OF MEMBERS
 
Section 1. Each members shall have the following duties and obligations.
a)      To pay to the treasurer his/her annual dues and contributions to the Association;
b)      To faithfully comply and obey the provisions of these by-laws and all resolutions approved by majority of the members;
c)      To suggest to the members such measures as he/she deems necessary for the success of the Association;
d)      To maintain and keep norm of conduct that shall give honor to the Association and the School;
e)      To attend regular and special meeting duly called for by the officers and/or School and failure to attend said meeting shall cause the imposition of a fine as provided for in the penal provisions in these by-laws.
 
ARTICLE V
RIGHTS OF MEMBERS
 
Section 1. To participate in the deliberation during membership meetings.
 
Section 2. To comment on all matters brought about before such meetings.
 
Section 3. To vote and be voted on any elective position of the Association.
 
ARTICLE VI
ELECTION AND TERM OF OFFICERS
 
Section 1. The officers of the Association shall consist of the following:
  1. President
  2. Vice President
  3. Secretary
  4. Assistant Secretary
  5. Treasurer
  6. Assistant Treasurer
  7. Press Relations Officer
  8. Auditor
  9. Business Managers (4)
  10. Class Representatives
 
Section 2. The above elected officers shall serve a term of office for two years commencing on the date of their election except for the classroom representatives who will be selected every year.
 
Section 3. Election of the above officers shall be by majority vote of the members present thru raising of hands.
 
Section 4. In case of voluntary resignation, election for the vacant position shall be done during regular meetings.
 
ARTICLE VII
POWERS, DUTIES AND RESPONSIBILITIES OF OFFICERS
 
Section 1. Management of the Parents, Teachers and Community Association shall be vested in its officers duly elected during the general assembly.
 
Section 2. Duties and Responsibilities
    1. President
a.       Presides over all general and special meetings
b.      Exercises general supervision over all officers of the Association
c.       Executes all decisions which the Association may come into
d.      Signs any transaction in behalf of the Association.
e.       Conducts all affairs of the association
f.        Exercises such other powers and duties of the Association from time to time.
    1. Vice President
a.       Assumes the office of the president in case of the latter’s absence due to inability or incapacity to perform or exercise all the duties vested upon him until such time that the president shall be able to perform the functions of the Office.
b.      Coordinates the activities of the committees created by the Association.
c.       Performs such other duties that the President of the Association assigns him.
    1. Secretary
a.       Keeps the minutes of all meetings of the Association in a record notebook used for the purpose
b.      Causes the issuance of all notices required by the Association as well as notices of all meetings of the Association.
c.       Performs other duties that are incumbent upon his Office or required by the Association.
    1. Assistant Secretary
a.       Assists the Secretary in carrying out the functions of the Office.
b.      Performs such other functions in the absence of the Secretary.
    1. Treasurer
a.       Keeps in his custody all funds of the Association and renders financial reports periodically
b.      Receives and gives receipts for all accounts received and spent
c.       Deposits all collectibles in a financial institution of good standing and withdraws money with the concurrence of the President
d.      Performs such other duties as required by the Association
    1. Assistant Treasurer
a.       Performs the functions of the Treasurer in the latter’s absence.
    1. Auditor
a.       Audits and examines expenditures
b.      Audits and examines all cash received
c.       Prepare audit report and furnish findings to the President and Treasurer
d.      Performs such other duties as required by the Association
    1. Press Relations Officer
a.       Responsible for the publication and announcement of the activities of the Association
b.      Acts as the liaison officer of the Association
c.       Performs such other duties as required by the Association
    1. Business Managers
a. Performs duties as instructed by the president of required by the Association.
    1. Classroom Representatives
a. Act as liaison officers of the year-level being represented.
 
ARTICLE VIII
MEETINGS
 
Section 1. Parliamentary procedure shall be adopted during meetings.
 
Section 2. The meeting of the PTCA shall be composed of three kinds:
 
a)      General Assembly
a.       This refers to the meeting of all members and shall be held on the first month of the school year.
 
b)      Regular Meeting
a.       This is held regularly three weeks after every grading period. Members shall be notified through a letter to be given to their children a week before the day of the meeting.
 
c)      Special Meetings
a.       This shall be called upon by the president or the principal at his own initiative or upon the request of two officers of the Association. It shall be attended by all elected officers and the faculty.
 
Section 3. Proxy. A member who for any justifiable reason cannot attend any regular/periodic meeting may delegate a responsible member of the family except his child who is studying in the School. A proxy is allowed to represent only one member.
 
Section 4. Quorum. To deliberate on any matter, a majority vote of all members shall suffice. One-half plus one shall be required before a deliberation is done.
 
Section 5. Vote. Any question, issue or concern shall be resolved by voting. The decision of the majority of members present shall be respected.
 
Section 6. Order of the proceedings:
a.       Opening prayer
b.      Roll call
c.       Reading and approval of the minutes of the previous meeting
d.      Reading of reports (optional)
e.       Pending business/issues
f.        New business/issues
g.       Adjournment
h.       Closing prayer
 
ARTICLE IX
PENAL PROVISIONS
 
Section 1. A parent or guardian and faculty who is absent in any general or special assembly or any affair which involves the participation of parents or guardians shall be fined with an amount to be determined by a majority of the PTCA members in a general assembly.
 
ARTICLE X
FUNDS AND PROPERTIES OF THE ASSOCIATION
 
Section 1. The following shall constitute the funds and properties of the Association
a.       All fees and dues paid by members
b.      All sums of monies given as donations or contributions to the Association
c.       All properties purchased or given as contributions or donations to the Association.
 
Section 2. In the disbursement of funds and disposition of properties of the Association, the following shall be observed.
a.       No funds/properties shall be disbursed or disposed of without the knowledge of the members and approval of the president.
b.      Funds or properties disposed in contrast to the provisions hereof shall be considered illegal and officer/s responsible thereof shall be liable.
c.       Financial statements/reporting shall be done on year-end meeting or as may deemed necessary.
 
ARTICLE XI
AMENDMENTS
 
Section 1. Any article or section of this SAHS-PTCA Constitution and By-Laws may be amended or repealed by at least a majority of the total members in a general assembly or a special assembly which shall be called for the purpose.
 
ARTICLE XII
EFFECTIVITY
 
Section 1. The foregoing by-laws and its amendments was adopted by the unanimous consent of the members of the Association on 27 July 2008 and took effect thereafter.
